Ara\u015ft\u0131rmada \u0130lk\u00f6\u011fretimde 3.870 \u00f6\u011frenci ve 1.895 veli, orta\u00f6\u011fretimde 2.854 \u00f6\u011frenci, 944 lise mezunu ve 1.783 veliye anket uygulanarak; toplamda 11.346 denek ile ger\u00e7ekle\u015ftirilmi\u015ftir.<\/p>\n<p>Raporda ortaya \u00e7\u0131kan sonu\u00e7 okul e\u011fitiminin s\u0131navlar\u0131n g\u00f6lgesinde kalmas\u0131d\u0131r;<br \/>\n&#8211; S\u0131navda yer almayan derslerde test \u00e7\u00f6z\u00fclmesi ve s\u0131nava haz\u0131rl\u0131k \u00e7al\u0131\u015fmas\u0131 yap\u0131lmas\u0131<br \/>\n&#8211; S\u0131navda yer alan derslerde bile baz\u0131 konular\u0131n s\u0131navda soru \u00e7\u0131kmad\u0131\u011f\u0131 d\u00fc\u015f\u00fcncesiyle i\u015flenmeden ge\u00e7ilmesi,<br \/>\n&#8211; Okullarda m\u00fcfredat b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fcn bozulmas\u0131 ve \u00f6\u011fretilen konular\u0131n-derslerin s\u0131navda soru \u00e7\u0131kan konulara indirgenmesidir.<\/p>\n<p>Derne\u011fimiz okuldaki e\u011fitimin kalitesinin ve okullar aras\u0131nda e\u015fitli\u011fin geli\u015ftirilmesine odaklanmaktad\u0131r:<br \/>\n&#8211; \u00dclke genelinde kaliteli ve e\u015fit e\u011fitim para ile sat\u0131n al\u0131nan \u00f6zel derslerle ve dershanelerle sa\u011flanamaz. Bu durumda paras\u0131 olmayan nas\u0131l e\u015fit e\u011fitim alabilir.<br \/>\nDershanelerin varl\u0131\u011f\u0131 ve \u00e7oklu\u011fu okuldaki e\u015fitsizli\u011fi ortadan kald\u0131rm\u0131yor. Tam aksine okul i\u00e7inde \u00e7\u00f6z\u00fclmeyen sorunlara okul d\u0131\u015f\u0131nda<\/p>\n<p>&#8211; \u00e7\u00f6z\u00fcmler aranmaktad\u0131r. Devletin sorumlulu\u011fu okullarda her \u00e7ocu\u011fa f\u0131rsat ve imkan e\u015fitli\u011fi sa\u011flamakt\u0131r. F\u0131rsat ve imkan e\u015fitli\u011fi ba\u015fta Anayasa ve Milli E\u011fitim Temel Kanunu ile g\u00fcvence alt\u0131na al\u0131nm\u0131\u015f olmas\u0131na ra\u011fmen, e\u011fitim sisteminde \u00f6\u011frencilere f\u0131rsat ve imkan e\u015fitli\u011fi sa\u011flanamamaktad\u0131r.<br \/>\n&#8211; E\u011fitimin amac\u0131 Anadolu\u2019da bir ilden birinci \u00e7\u0131karmak de\u011fildir. Bu \u00fclkenin gelece\u011fi i\u00e7in t\u00fcm \u00e7ocuklar\u0131n iyi bir e\u011fitim almas\u0131d\u0131r. Bir \u00e7oban\u0131n s\u0131navlarda derece yapmas\u0131, e\u011fitim sistemi ad\u0131na bir ba\u015far\u0131 de\u011fildir. Di\u011fer \u00e7obanlarla, dar gelirli ailelerin \u00e7ocuklar\u0131 ile kim ilgilenecek?<br \/>\n&#8211; Yaln\u0131zca Derne\u011fimizin yapt\u0131\u011f\u0131 ara\u015ft\u0131rmalar de\u011fil, raporda ayr\u0131nt\u0131l\u0131 olarak tart\u0131\u015f\u0131ld\u0131\u011f\u0131 \u00fczere, ulusal d\u00fczeyde s\u0131nav sonu\u00e7lar\u0131na ili\u015fkin veriler ile \u00fclke olarak taraf oldu\u011fumuz PISA, TIMMS, PIRLS gibi ara\u015ft\u0131rmalar\u0131n sonu\u00e7lar\u0131 da \u00f6\u011frencilerimizin \u00e7ok az bir k\u0131sm\u0131na iyi bir e\u011fitimi verebildi\u011fimizi g\u00f6stermektedir. Di\u011fer \u00e7ocuklar\u0131m\u0131z iyi bir e\u011fitim hakk\u0131ndan yoksun kalmaktad\u0131r. \u00d6\u011frencilere okullarda daha e\u015fit ve daha kaliteli bir e\u011fitim verilmesi iste\u011fimizin aksini d\u00fc\u015f\u00fcnen olabilir mi? Bu talebimizi ifade ederken, mevcut durumu da bilimsel ara\u015ft\u0131rma bulgular\u0131na dayal\u0131 olarak ortaya koymak, akl\u0131n ve bilimin gere\u011fi olarak g\u00f6r\u00fclmektedir.<\/p>\n<p>\u00d6\u011frencilerin dershaneye y\u00f6nelmesi s\u0131nav sisteminin ortaya \u00e7\u0131kard\u0131\u011f\u0131 bir sonu\u00e7tur. Ama\u00e7 bu \u00e7arp\u0131kl\u0131\u011f\u0131n d\u00fczeltilmesidir. Serbest piyasada dershane de olabilir, \u00f6zel ders de olabilir. S\u0131nav sisteminin \u00e7ocuklar\u0131 okul d\u0131\u015f\u0131nda \u00f6\u011frenme yollar\u0131 aramak zorunda b\u0131rakmas\u0131 bir \u00e7arp\u0131kl\u0131kt\u0131r. Dershane say\u0131s\u0131n\u0131 artmas\u0131 da bu \u00e7arp\u0131kl\u0131\u011f\u0131n bir sonucudur<\/p>\n<p>\u00f6\u011frenme yollar\u0131 aramak zorunda b\u0131rakmas\u0131 bir \u00e7arp\u0131kl\u0131kt\u0131r. Dershane say\u0131s\u0131n\u0131 artmas\u0131 da bu \u00e7arp\u0131kl\u0131\u011f\u0131n bir sonucudur.<\/p>\n<p>SBS uygulamas\u0131 ile birlikte ilk\u00f6\u011fretimde dershaneye giden \u00f6\u011frencilerin oran\u0131 h\u0131zla artm\u0131\u015ft\u0131r. S\u0131nav\u0131n yaratt\u0131\u011f\u0131 sorun daha fazla s\u0131nav ile \u00e7\u00f6z\u00fclemez. Tam aksine, daha fazla s\u0131nav sorunlar\u0131 katlayarak art\u0131rm\u0131\u015ft\u0131r. Bu ger\u00e7ek bug\u00fcn Milli E\u011fitim Bakanl\u0131\u011f\u0131 ba\u015fta olmak \u00fczere ilgili t\u00fcm taraflarca kabul edilmektedir.<\/p>\n<p>Dershane say\u0131s\u0131 ile lise say\u0131s\u0131n\u0131n kar\u015f\u0131la\u015ft\u0131r\u0131lamayaca\u011f\u0131n\u0131 ifade eden \u00e7evreler, dershanedeki \u00f6\u011frenci say\u0131lar\u0131 ile okullardaki \u00f6\u011frenci say\u0131s\u0131n\u0131 k\u0131yaslamaktad\u0131r. Dershanelerde okullardaki \u00f6\u011frenci say\u0131s\u0131ndan daha \u00e7ok say\u0131da \u00f6\u011frenci olabilir mi? \u00c7\u00f6z\u00fcm; \u201cbu \u00e7ocuklar okullarda iyi bir e\u011fitim alam\u0131yorlarsa, dershaneye gitsinler, \u00f6zel ders als\u0131nlar, kurslara-et\u00fctlere gitsinler\u201d demek mi? Yoksa bu \u00e7ocuklar\u0131n e\u015fit ve kaliteli bir e\u011fitimi okulda almalar\u0131n\u0131 sa\u011flayacak bir e\u011fitimi sistemi olu\u015fturmakta m\u0131? Derne\u011fimiz ara\u015ft\u0131rma raporlar\u0131nda \u00e7\u00f6z\u00fcm\u00fcn okullarda olmas\u0131n\u0131 ve bu \u00e7\u00f6z\u00fcm\u00fcn de yollar\u0131n\u0131 ortaya koymaktad\u0131r.<\/p>\n<p>S\u0131nava haz\u0131rl\u0131k i\u00e7in \u00f6\u011frenciler okulu b\u0131rak\u0131p dershaneye gidiyorsa, bu sonu\u00e7 e\u011fitim sistemi i\u00e7in ciddi bir zaaft\u0131r. \u00d6\u011frenciler okul e\u011fitimini yetersiz g\u00f6rd\u00fc\u011f\u00fc ya da s\u0131nava haz\u0131rl\u0131k i\u00e7in okuldaki e\u011fitimin yeterli olmad\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc i\u00e7in dershaneye gidiyorsa, sorun okul d\u0131\u015f\u0131nda de\u011fil okulun i\u00e7inde \u00e7\u00f6z\u00fclmek zorundad\u0131r. \u00d6\u011frencilerin okul yerine dershaneleri tercih etmesi, Derne\u011fimizin yapt\u0131\u011f\u0131 ara\u015ft\u0131rmalar\u0131n net bir \u015fekilde ortaya koydu\u011fu<\/p>\n<p>bir sonu\u00e7tur. Ne yaz\u0131k ki bu sonu\u00e7, dershane sekt\u00f6r\u00fcn\u00fcn temsilcileri taraf\u0131ndan \u201cdershanelerin iyi ve gerekli oldu\u011fu\u201dnun kan\u0131t\u0131 olarak yorumlanmaktad\u0131r. Hangi kanunda, hangi y\u00f6netmelikte ve hangi yasal metinde e\u011fitimin amac\u0131nda \u00f6\u011frencilere sahte rapor almay\u0131 \u00f6\u011fretmek vard\u0131r. Hangi milli ve manevi de\u011fer \u00e7ocuklar\u0131n hasta olmad\u0131klar\u0131 halde rapor almalar\u0131n\u0131 ahlaki olarak g\u00f6r\u00fcr. Ne yaz\u0131k ki, s\u0131nav sistemi e\u011fitimi amac\u0131ndan sapt\u0131rmaktad\u0131r.
