Bu kadar y\u00fcksek bir n\u00fcfusun e\u011fitime eri\u015fiminin sa\u011flamas\u0131, e\u011fitimde f\u0131rsat e\u015fitli\u011finin yarat\u0131lmas\u0131, nitelikli e\u011fitim sunulabilmesi ve on y\u0131llard\u0131r biriken sorunlar\u0131n ivedilikle \u00e7\u00f6z\u00fcme kavu\u015fturulmas\u0131, devletin olanaklar\u0131yla ne yaz\u0131k ki bir yere kadar sa\u011flanabilmektedir. T\u00fcrkiye\u2019deki okulla\u015fma oranlar\u0131 e\u011fitimde hangi noktada oldu\u011fumuzun en \u00f6nemli g\u00f6stergelerinden biridir. Okulla\u015fma oranlar\u0131, okul \u00f6ncesinde 3-5 ya\u015fta %8, 6 ya\u015fta %29, ilk\u00f6\u011fretimde %97,37, orta\u00f6\u011fretimde %58,56, y\u00fcksek\u00f6\u011fretimde ise % 20,14\u2019t\u00fcr. Okumaz-yazmazl\u0131k sorunu n\u00fcfusun %10,2\u2019lik k\u0131sm\u0131nda hala mevcuttur. MEB (2009) b\u00fct\u00e7esinin GSYH\u2019ye oran\u0131 % 2,51\u2019dir. Bu g\u00f6stergeler sorunlar\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fc ve \u00e7\u00f6z\u00fcmlerinin zorlu\u011funu ortaya koymaktad\u0131r.<\/p>\n<p><!--more--><\/p>\n<p>Son y\u0131llarda \u00f6zellikle sivil toplum kurulu\u015flar\u0131n\u0131n say\u0131s\u0131n\u0131n artmas\u0131 ve \u00f6zel kurulu\u015flar\u0131n sosyal sorumluluk projelerinde daha s\u0131kl\u0131kla yer almalar\u0131yla, e\u011fitim sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fcnde devlet ve \u00f6zel sekt\u00f6r\u00fcn i\u015fbirli\u011finde ger\u00e7ekle\u015ftirilen projelerin artt\u0131\u011f\u0131, ayr\u0131lan fonlar\u0131n verimli kullan\u0131lmas\u0131 durumunda bu projelerin maksimum fayda sa\u011flad\u0131klar\u0131 ve sosyal adalet ad\u0131na \u00f6nemli ad\u0131mlar\u0131n at\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. E\u011fitim g\u00f6n\u00fcll\u00fcs\u00fc pek \u00e7ok kurum ve ki\u015fi her y\u0131l akademik y\u00f6nden ba\u015far\u0131l\u0131 ama maddi imkanlar\u0131 k\u0131s\u0131tl\u0131 olan ilk ve orta\u00f6\u011fretim \u00f6\u011frencilerini ve \u00fcniversiteli gen\u00e7leri maddi a\u00e7\u0131dan destekleyerek gelece\u011fe haz\u0131rlamaya \u00e7al\u0131\u015fmaktad\u0131r. Bunlar \u00e7ok geni\u015f bir yelpazede yer almakta, aralar\u0131nda \u00fcniversite vak\u0131flar\u0131, sanayi ve ticaret odalar\u0131, i\u015fadamlar\u0131, ulusal ya da uluslararas\u0131 \u015firketler bulunmaktad\u0131r.<\/p>\n<p>Bir Cumhuriyet kurumu olarak 82 y\u0131ll\u0131k k\u00f6kl\u00fc bir ge\u00e7mi\u015fe ve e\u011fitim alan\u0131nda \u00f6nc\u00fc bir misyona sahip olan <a href=\"http:\/\/www.onbingencmesale.com\/\" target=\"_blank\">T\u00fcrk E\u011fitim Derne\u011fi<\/a> (TED) taraf\u0131ndan \u2018<a href=\"http:\/\/www.onbingencmesale.com\/\">10.000 Gen\u00e7 Me\u015fale<\/a>, Daha Ayd\u0131nl\u0131k T\u00fcrkiye\u2019 ad\u0131 alt\u0131nda bir e\u011fitim seferberli\u011fi y\u00fcr\u00fct\u00fclmektedir. \u00d6\u011frencilere \u2018Tam E\u011fitim Bursu\u2019 sa\u011flanmakta, kurumsal ve bireysel ba\u011f\u0131\u015f\u00e7\u0131lar \u00fcniversite hayatlar\u0131n\u0131n sonuna kadar onlara destek olmaktad\u0131r. Yaln\u0131z maddi destekle yetinilmeyip, \u00f6\u011frencilerin geli\u015fimleri uzmanlar arac\u0131l\u0131\u011f\u0131yla izlenmekte, e\u011fitim hayatlar\u0131 boyunca takibi yapmakta ve bar\u0131nmas\u0131ndan servisine, k\u0131yafetinden cep har\u00e7l\u0131\u011f\u0131na kadar t\u00fcm ihtiya\u00e7lar\u0131 kar\u015f\u0131lanmaktad\u0131r. T\u00fcrk E\u011fitim Derne\u011fi, bu burslarla hem kendilerinin hem ba\u015fkalar\u0131n\u0131n hayat\u0131n\u0131 de\u011fi\u015ftirebilecek de\u011ferler ve becerilerle donat\u0131lm\u0131\u015f \u00f6nc\u00fc gen\u00e7ler yeti\u015ftirmeyi ama\u00e7lamaktad\u0131r. Anne \u00c7ocuk E\u011fitim Vakf\u0131 (A\u00c7EV) son olarak ba\u015flatt\u0131\u011f\u0131 \u2018\u0130lk Ad\u0131m\u2019 kampanyas\u0131 ile okul \u00f6ncesi e\u011fitime eri\u015fimin d\u00fc\u015f\u00fck oldu\u011fu 18 ilimizde hayata e\u015fit f\u0131rsatlarla ba\u015flayamayan \u00e7ocuklara, kaliteli bir okul \u00f6ncesi e\u011fitim vermeyi ama\u00e7lamaktad\u0131r. T\u00fcrk E\u011fitim Vakf\u0131 (TEV) ise maddi deste\u011fe ihtiyac\u0131 olan ba\u015far\u0131l\u0131, teknik ve end\u00fcstri meslek lisesi, \u00fcniversite, y\u00fcksek lisans (master) ve doktora \u00f6\u011frencilerine burs vermektedir. T\u00fcrk E\u011fitim Vakf\u0131 bursu kar\u015f\u0131l\u0131ks\u0131zd\u0131r. Ancak bursiyerin i\u015f hayat\u0131na at\u0131ld\u0131ktan sonra kendisi gibi ihtiya\u00e7 sahibi bir \u00f6\u011frenciye burs verece\u011fi konusunda belge al\u0131nmaktad\u0131r. \u2018Hayat Bursu Sistemi\u2019 ad\u0131 alt\u0131nda y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalarda ise sadece bir e\u011fitim bursu de\u011fil, burs verilen \u00f6\u011frencilerin t\u00fcm hayatlar\u0131 boyunca i\u00e7inde olacaklar\u0131 ve s\u00fcrekli \u00f6\u011frenmeyi ve geli\u015fimi ama\u00e7layan bir destek sistemi olu\u015fturulmu\u015ftur. \u00dcst\u00fcn yetenekli ve ba\u015far\u0131l\u0131 \u00f6\u011frencileri b\u00fcnyesine kazand\u0131rmak isteyen vak\u0131f \u00fcniversiteleri, sunduklar\u0131 burslarla \u00f6\u011frencilere bir\u00e7ok imkan sunmaktad\u0131r. T\u00fcrkiye Odalar ve Borsalar Birli\u011fi (TOBB) Ekonomi ve Teknoloji \u00dcniversitesi\u2019nde burslu programlara yerle\u015ftirilen \u00f6\u011frencilerden \u00f6\u011frenim \u00fccreti al\u0131nmamakta ve \u00f6\u011frencinin \u00d6SS\u2019deki ba\u015far\u0131s\u0131na g\u00f6re ya\u015fam katk\u0131 pay\u0131 sa\u011flanmaktad\u0131r. Ayr\u0131ca \u2018Haydi K\u0131zlar Okula\u2019 ya da \u2018E\u011fitime 100\/100 Katk\u0131\u2019 gibi kampanyalar asl\u0131nda e\u011fitim ad\u0131na neler yap\u0131ld\u0131\u011f\u0131n\u0131n g\u00fczel \u00f6rneklerinden yaln\u0131zca bir ka\u00e7\u0131d\u0131r.<\/p>\n<p>Ancak, e\u011fitim ne yaz\u0131k ki hala toplumun t\u00fcm kesimlerinin \u00f6ncelikli konusu haline gelmemi\u015ftir. \u0130vedilikle yap\u0131lmas\u0131 gereken, e\u011fitimin siyasal ya da ideolojik bir ara\u00e7 olarak g\u00f6r\u00fclmemesi gerekti\u011fi konusunda toplumda bir fark\u0131ndal\u0131k yaratmakt\u0131r. Burslar\u0131n kimler taraf\u0131ndan sa\u011fland\u0131\u011f\u0131, ideolojik yap\u0131lara mesafeleri, ekonomik \u00f6zerklikleri, \u015feffafl\u0131klar\u0131, g\u00f6n\u00fcll\u00fcl\u00fckleri, bilimsellik ve g\u00fcvenirlikleri bu anlamda en belirleyici \u00f6zelliklerdir. Bu \u00f6zellikler ortak bir paydada bulu\u015ftu\u011funda \u00e7ok daha ileri d\u00fczeyde i\u015fbirli\u011fi ve ortak projeler y\u00fcr\u00fct\u00fclmesi konusundaki engeller ortadan kalkacakt\u0131r. \u015eu anki haliyle, sa\u011flanan burslar kimi zaman bireysel d\u00fczeyde kalmaktad\u0131r. Ki\u015filer kendince do\u011fru bir y\u00f6ntem se\u00e7mekte ve o an i\u00e7in sosyal bir sorumlulu\u011fu yerine getirmenin verdi\u011fi mutlulu\u011fu ya\u015famaktad\u0131r. Bu burslar\u0131n ki\u015fisel tatminin \u00f6tesinde uzun vadeli getirisinin olmas\u0131 gerekti\u011fi, yaln\u0131zca bursu alan \u00f6\u011frenciler de\u011fil, i\u00e7inde bulunduklar\u0131 toplum ve yarat\u0131lmaya \u00e7al\u0131\u015f\u0131lan gelecek i\u00e7in de b\u00fcy\u00fck fayda sa\u011flayaca\u011f\u0131 unutulmamal\u0131d\u0131r. Bu uzun vadeli getirinin nas\u0131l olabilece\u011fine en g\u00fczel \u00f6rneklerden biri New York\u2019ta okumaz yazmazl\u0131k sorununa \u00e7\u00f6z\u00fcm aray\u0131\u015f\u0131 kapsam\u0131nda ba\u015flat\u0131lan 53 milyon dolarl\u0131k Opportunity NY program\u0131d\u0131r. Bu program kapsam\u0131nda ailelere yap\u0131lan nakdi para aktar\u0131m\u0131 y\u0131ll\u0131k 4.000-6.000 dolar aras\u0131ndad\u0131r. Ancak bu programa dahil edilen ailelerin belli \u00f6n ko\u015fullar\u0131 kar\u015f\u0131lamalar\u0131 gerekmektedir. Bunlardan en \u00e7arp\u0131c\u0131lar\u0131, \u00e7ocuklar\u0131n\u0131n okula devam\u0131n\u0131 sa\u011flamalar\u0131 ve veli g\u00f6r\u00fc\u015fmelerine d\u00fczenli kat\u0131l\u0131m gibi faaliyetlerle bu ailelerin \u00e7ocuklar\u0131n\u0131n \u00f6\u011frenim s\u00fcrecine dahil olmalar\u0131d\u0131r. Buradaki ama\u00e7 yaln\u0131zca maddi zorluklarla ba\u015f etmek de\u011fil, aileler de fark\u0131ndal\u0131k olu\u015fturarak bir davran\u0131\u015f de\u011fi\u015fikli\u011fi ve sahiplenme duygusu olarak belirlenmi\u015ftir. Bu program % 80\u2019lik bir ba\u015far\u0131 yakalam\u0131\u015ft\u0131r.<\/p>\n<p>UNESCO Herkes i\u00e7in E\u011fitim K\u00fcresel \u0130zleme Raporu (2009)\u2019nda e\u011fitim konusunda art\u0131k devletin de\u011fil, sivil inisiyatifin \u00f6nde oldu\u011fu bir anlay\u0131\u015f\u0131n hakim olmaya ba\u015flad\u0131\u011f\u0131 ve \u2018y\u00f6neti\u015fim\u2019 (governance) kavram\u0131n\u0131n \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131 konusu ele al\u0131nm\u0131\u015ft\u0131r. Y\u00f6neti\u015fimi geli\u015ftirmeye y\u00f6nelik d\u00f6rt anahtar kavramdan bahsedilmektedir. Bunlar; her t\u00fcr burs program\u0131nda ya da bir sosyal sorumluluk projesinde, bireysel projelerden sistem-y\u00f6nelimli programlara ge\u00e7i\u015fin sa\u011flanmas\u0131, ulusal boyutta bir sahiplenmenin yarat\u0131lmas\u0131, h\u00fck\u00fcmet sistemlerinin kullan\u0131lmas\u0131yla yard\u0131mlar\u0131n s\u0131raya konulmas\u0131, ba\u011f\u0131\u015f\u00e7\u0131lar aras\u0131ndaki e\u015f g\u00fcd\u00fcm\u00fcn iyile\u015ftirilmesi olarak ele al\u0131nm\u0131\u015ft\u0131r.
