Lise \u00e7e\u015fitlili\u011fi \u00fczerine kurulu bu yap\u0131lanma, ama\u00e7 ve i\u015flevleri bak\u0131m\u0131ndan farkl\u0131l\u0131k g\u00f6stermeyen orta\u00f6\u011fretim kurumlar\u0131n\u0131n, farkl\u0131 lise t\u00fcrleri olarak ve farkl\u0131 adlarla yap\u0131land\u0131r\u0131lmalar\u0131 yapay bir ayr\u0131\u015ft\u0131rmad\u0131r, 20. y\u00fczy\u0131l\u0131n sanayi toplumunun gereklerini kar\u015f\u0131lamaya y\u00f6neliktir ve orta\u00f6\u011fretime ge\u00e7i\u015f sisteminde sorunlar yaratmaktad\u0131r.<br \/>\nY\u00fcksek\u00f6\u011fretimde ise kapasitenin yetersiz kalmas\u0131n\u0131n y\u00fcksek\u00f6\u011fretime yerle\u015ftirilemeyenlerin \u00fcniversite kap\u0131s\u0131nda y\u0131\u011f\u0131lmalar\u0131n\u0131n yan\u0131 s\u0131ra istihdam edilebilirli\u011fi sa\u011flayacak yeterliklerle donat\u0131lmam\u0131\u015f, toplumsal ve ekonomik a\u00e7\u0131dan bir art\u0131 de\u011fer yaratamayan mezunlar verilmesi gelecek a\u00e7\u0131s\u0131ndan bir tehdit olu\u015fturmaktad\u0131r.<br \/>\nGerek orta\u00f6\u011fretime, gerekse y\u00fcksek\u00f6\u011fretime ge\u00e7i\u015f s\u00fcreci, okullar\u0131 e\u011fitim-\u00f6\u011fretim ama\u00e7lar\u0131ndan uzakla\u015ft\u0131rm\u0131\u015f, s\u0131nav odakl\u0131 bir \u00f6\u011fretim s\u00fcreci olu\u015fmu\u015f, \u00f6\u011frencileri hayata b\u00fct\u00fcnsel haz\u0131rlamak yerine test \u00e7\u00f6zmekten ba\u015fka becerileri olmayan bireylere d\u00f6n\u00fc\u015ft\u00fcrm\u00fc\u015ft\u00fcr.<\/p>\n<p><!--more--><br \/>\nT\u00fcrk E\u011fitim Derne\u011fi\u2019nin s\u0131navlar\u0131n yaratt\u0131\u011f\u0131 sorunlar\u0131 ortaya koymak ve \u00e7\u00f6z\u00fcm \u00fcretmek amac\u0131yla \u2018Onlar bizim \u00e7ocuklar\u0131m\u0131z, ya\u015famak onlar\u0131n da hakk\u0131\u2019 kampanyas\u0131 kapsam\u0131nda yapt\u0131\u011f\u0131 \u2018Orta\u00f6\u011fretime ve Y\u00fcksek \u00d6\u011fretime Ge\u00e7i\u015f\u2019 (2010) ara\u015ft\u0131rmas\u0131 \u00e7ok \u00e7arp\u0131c\u0131 sonu\u00e7lar ortaya koymu\u015ftur.<\/p>\n<p>\uf0a7 SBS uygulamas\u0131, \u00f6\u011frencilerin ailelerinin sosyo-ekonomik \u00f6zelliklerinden kaynaklanan e\u015fitsizliklerin okulda daha da derinle\u015fmesine ve toplumdaki e\u015fitsizli\u011fin e\u011fitim arac\u0131l\u0131\u011f\u0131yla s\u00fcreklili\u011finin sa\u011flanmas\u0131na hizmet etmektedir. \u0130lk\u00f6\u011fretim SBS odakl\u0131 hale gelmi\u015f ve ilk\u00f6\u011fretimin temel de\u011ferleri de i\u00e7eren \u201ciyi bir vatanda\u015f\u201d yeti\u015ftirme, sosyal becerileri ve de\u011ferleri geli\u015ftirme gibi i\u015flevleri ger\u00e7ekle\u015ftirmesi ikinci plana d\u00fc\u015fm\u00fc\u015ft\u00fcr. S\u0131nava haz\u0131rl\u0131k sekt\u00f6r\u00fc (dershaneler, \u00f6zel dersler, et\u00fctler ve kurslar) ailelere \u00e7ok b\u00fcy\u00fck bir mali y\u00fck getirmektedir. Ailelerin \u00fcniversite kap\u0131s\u0131na gelinceye kadar her bir y\u0131lda s\u0131nava haz\u0131rl\u0131k i\u00e7in yapt\u0131\u011f\u0131 harcamalar; orta\u00f6\u011fretime ge\u00e7i\u015f s\u0131navlar\u0131 i\u00e7in: 8.082.838.965 TL ve \u00fcniversiteye giri\u015f s\u0131navlar\u0131 i\u00e7in: 8.626.472.774 TL olmak \u00fczere toplamda 16.709.311.739 TL\u2019dir. T\u00fcrkiye\u2019de 2010 y\u0131l\u0131nda 3357 genel liseye kar\u015f\u0131l\u0131k, dershane say\u0131s\u0131 genel lise say\u0131s\u0131n\u0131 ge\u00e7erek 4193 olmu\u015ftur. Dershane sekt\u00f6r\u00fc dar gelirliden ald\u0131\u011f\u0131 \u00fccret ile varl\u0131kl\u0131 olan\u0131n dershane \u00fccretini finanse etmektedir.<br \/>\n\uf0a7 T\u00fcrkiye\u2019de 95\u2019i devlet \u00fcniversitesi, 51\u2019i vak\u0131f \u00fcniversitesi olmak \u00fczere toplam 146 \u00fcniversite bulunmas\u0131na ra\u011fmen istihdam edilebilirli\u011fi sa\u011flayabilecek alanlarda kapasite art\u0131\u015f\u0131 sa\u011flanamam\u0131\u015f, 2009 y\u0131l\u0131nda ek yerle\u015ftirme sonucunda bile toplamda 103.006 bo\u015f kontenjan kalm\u0131\u015ft\u0131r. Y\u00fcksek\u00f6\u011fretimde \u00e7a\u011f n\u00fcfusu olarak tan\u0131mlanan, 18-21 ya\u015f grubunun yakla\u015f\u0131k %20\u2019si okulla\u015fm\u0131\u015ft\u0131r. %80\u2019si y\u00fcksek\u00f6\u011fretim d\u0131\u015f\u0131nda kalmaktad\u0131r. Bu oran OECD \u00fclkelerinde 17,2 ve 19 AB \u00fclkesinde 17\u2019dir.<br \/>\nAra\u015ft\u0131rman\u0131n bu sorunlara \u00e7\u00f6z\u00fcm olabilecek \u00f6nerileri \u015fu \u015fekilde \u00f6zetlenebilir. \u0130lk\u00f6\u011fretim, orta\u00f6\u011fretim ve y\u00fcksek\u00f6\u011fretimdeki yap\u0131sal dengesizlikler, e\u015fitsizlikler ve yetersizlikler ivedilikle giderilmelidir. Kaliteli bir e\u011fitim alman\u0131n bir ayr\u0131cal\u0131k olmak yerine, lise \u00e7a\u011f\u0131ndaki t\u00fcm \u00f6\u011frenciler i\u00e7in bir hak olarak sa\u011flanmas\u0131 gerekmektedir. 6 ve 7\u2019nci s\u0131n\u0131flarda SBS uygulamas\u0131ndan ivedilikle; 2010-2011 \u00f6\u011fretim y\u0131l\u0131 itibariyle vazge\u00e7ilmelidir ki, \u00f6\u011frencilerin SBS puan\u0131 d\u0131\u015f\u0131nda kazan\u0131mlar\u0131n\u0131 ikincil ve \u00f6nemsiz g\u00f6rmesinin \u00f6n\u00fcne ge\u00e7ilebilsin. Orta\u00f6\u011fretimde Genel Liseler, Fen Liseleri ve Mesleki-Teknik Liseler olmak \u00fczere \u00fc\u00e7l\u00fc bir yap\u0131 olu\u015fturulmal\u0131d\u0131r. Orta\u00f6\u011fretimde mesleki-teknik e\u011fitimin niteli\u011fi geli\u015ftirilerek, mezunlar\u0131n istihdam edilebilirli\u011fi sa\u011flanmal\u0131d\u0131r. Y\u00fcksek\u00f6\u011fretimde kapasitenin art\u0131r\u0131lmas\u0131nda niteli\u011fe \u00f6nem verilmeli \u00e7a\u011f n\u00fcfusunun y\u00fcksek\u00f6\u011fretim talebi kar\u015f\u0131lanmal\u0131d\u0131r. Arz kapasitesinin art\u0131r\u0131lmas\u0131 i\u00e7in, mevcut tesis donan\u0131m ve kaynaklar\u0131n daha rasyonel kullan\u0131m\u0131, fiziki alt yap\u0131 ve donan\u0131m i\u00e7in mali kaynak planlamas\u0131 ve artan arz kapasitesine e\u011fitim verebilecek say\u0131 ve nitelikte \u00f6\u011fretim eleman\u0131 yeti\u015ftirilmesi sa\u011flanmal\u0131d\u0131r. Meslek Y\u00fcksek Okullar\u0131nda ekonominin ihtiya\u00e7lar\u0131 do\u011frultusunda istihdam edilebilirli\u011fi sa\u011flayacak yeterlikler kazand\u0131r\u0131lmal\u0131d\u0131r.
