Her y\u0131l Eyl\u00fcl ay\u0131nda okullar a\u00e7\u0131l\u0131rken e\u011fitim sistemindeki sorunlar\u0131n g\u00fcndeme getirilmesi, 24 Kas\u0131m \u00f6\u011fretmenler g\u00fcn\u00fcnde \u00f6\u011fretmenlerin hat\u0131rlanmas\u0131, Haziran ay\u0131nda \u00d6SS ve SBS yakla\u015ft\u0131k\u00e7a s\u0131nav sistemine ait sorunlar\u0131n dile getirilmesi art\u0131k adeta bir rutin haline gelmi\u015f, e\u011fitim sorunlar\u0131 belli bir takvim ve buna ba\u011fl\u0131 bir g\u00fcndem \u00e7er\u00e7evesinde tart\u0131\u015f\u0131l\u0131r olmu\u015ftur. Eyl\u00fcl ay\u0131nda okullara kay\u0131t s\u0131ras\u0131nda toplanan ba\u011f\u0131\u015flar, \u00f6\u011frencilerin giydikleri \u00f6nl\u00fcklerin renk ve modellerinin ne olmas\u0131 gerekti\u011fi, s\u0131nav zaman\u0131, yani Haziran ay\u0131 yakla\u015f\u0131rken SBS\u2019daki sorular ve \u00d6SS\u2019nin ka\u00e7 basamak olmas\u0131 gerekti\u011fi ya da s\u0131nav isimlerinin de\u011fi\u015ftirilmesi, lise son s\u0131n\u0131f \u00f6\u011frencilerinin dershanelere rahat\u00e7a devam edebilmeleri i\u00e7in bakanl\u0131k taraf\u0131ndan 25 g\u00fcn izinli say\u0131lmalar\u0131 (ki bu t\u00fcr bir kararla Milli E\u011fitim Bakanl\u0131\u011f\u0131 dershanelerin me\u015fruiyetini bir kez daha kabul etmi\u015f ve \u00f6\u011frencileri adeta oraya y\u00f6nlendirdi\u011fini ortaya koymu\u015f ve okullar\u0131n yetersiz kald\u0131\u011f\u0131n\u0131 \u2018dershanele\u015fen okul\u2019 ve \u2018okul\u2019 yerine dershane\u2019 olgular\u0131n\u0131 kabullenmi\u015ftir), MEB \u00fcst d\u00fczey y\u00f6neticileri aras\u0131nda kad\u0131n \u00e7al\u0131\u015fanlar\u0131n say\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131 bunlardan ilk akla gelen \u00f6rneklerdir.<\/p>\n<p>G\u00fcndeme gelen bu t\u00fcrden konular e\u011fitim sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fcne katk\u0131 sa\u011flamaktan \u00e7ok uzakt\u0131r ve g\u00fcn\u00fc kurtarmaya y\u00f6nelik \u00e7abalardan \u00f6teye gidememektedir. Oysa \u00fclkemizde e\u011fitim sistemi makro d\u00fczeyde ele al\u0131nmas\u0131 gereken pek \u00e7ok sorunla bo\u011fu\u015fmaktad\u0131r. MEB b\u00fct\u00e7esinin Merkezi Y\u00f6netim B\u00fct\u00e7esine Oran\u0131 2008 y\u0131l\u0131 itibariyle % 10,64\u2019 t\u00fcr ve toplam b\u00fct\u00e7e i\u00e7inde en b\u00fcy\u00fck paya sahip olmas\u0131yla \u00f6v\u00fcn\u00fclmektedir. Ancak as\u0131l olan e\u011fitime ayr\u0131lan bu payla ne yap\u0131ld\u0131\u011f\u0131 ve geri d\u00f6n\u00fc\u015f\u00fcn\u00fcn ne derece verimli oldu\u011fudur. 2002 y\u0131l\u0131 ve sonras\u0131nda yap\u0131lan yat\u0131r\u0131mlar\u0131n okul binas\u0131 yapmaktan \u00f6teye gitmedi\u011fi, b\u00fct\u00e7enin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131n da \u00f6\u011fretmen maa\u015flar\u0131n\u0131n \u00f6denmesine gitti\u011fi g\u00f6r\u00fclmektedir. Oysa gerek ilk\u00f6\u011fretim gerekse orta\u00f6\u011fretim okullar\u0131nda \u00f6\u011frencilere f\u0131rsat e\u015fitli\u011finin sa\u011flanmas\u0131 ve nitelikli e\u011fitim verilmesi i\u00e7in b\u00fct\u00e7eden ayr\u0131lan miktar \u00f6nemlidir.<\/p>\n<p>Milli E\u011fitim Bakanl\u0131\u011f\u0131 taraf\u0131ndan iyi niyetle yap\u0131lan \u00e7al\u0131\u015fmalar bulunmaktad\u0131r. Bunlardan ilk akla gelenler yap\u0131land\u0131rmac\u0131l\u0131k felsefesi kapsam\u0131nda m\u00fcfredat programlar\u0131n\u0131n yenilenmesi ve Avrupa Birli\u011fi\u2019ne uyum \u00e7al\u0131\u015fmalar\u0131 konusunda ald\u0131\u011f\u0131 mesafedir. Ne yaz\u0131k ki, program geli\u015ftirme \u00e7abalar\u0131nda devaml\u0131l\u0131k esas\u0131 korunamam\u0131\u015f, yeni m\u00fcfredata ge\u00e7i\u015fte \u00f6\u011fretmenlerin hizmet i\u00e7i e\u011fitimlerinde yetersizlikler ya\u015fanm\u0131\u015ft\u0131r. Liseler d\u00f6rt y\u0131la \u00e7\u0131kar\u0131lm\u0131\u015f ancak yeni bir m\u00fcfredat yerine var olan m\u00fcfredat\u0131n y\u0131llara yay\u0131lmas\u0131 yoluna gidilmi\u015ftir. Bu t\u00fcrden de\u011fi\u015fimler bir nitelik art\u0131\u015f\u0131 ve verimlilik sa\u011flamaya yetmemi\u015ftir.<\/p>\n<p>T\u00fcm kademelerde e\u011fitim sistemi i\u00e7inde yakla\u015f\u0131k 20 milyon \u00f6\u011frenci bulunmaktad\u0131r. Yani, T\u00fcrkiye \u00e7ok gen\u00e7 bir n\u00fcfusa sahiptir. Bu gen\u00e7 n\u00fcfus, de\u011fi\u015fen ve geli\u015fen d\u00fcnya d\u00fczeninde T\u00fcrkiye\u2019yi her anlamda en ileri \u00fclkeler aras\u0131na sokabilecek bir f\u0131rsatt\u0131r. Ancak bu f\u0131rsat, y\u00fcr\u00fct\u00fclen yanl\u0131\u015f politikalar hatta politikas\u0131zl\u0131k y\u00fcz\u00fcnden ne yaz\u0131k ki heba edilmektedir ve adeta bir tehdit unsuruna d\u00f6n\u00fc\u015fmek \u00fczeredir. Asl\u0131nda sorunlar \u00f6n\u00fcm\u00fczdedir ve nas\u0131l \u00e7\u00f6z\u00fcme kavu\u015fturulabilece\u011fi konusunda da pek \u00e7ok g\u00f6r\u00fc\u015f ve \u00e7\u00f6z\u00fcm \u00f6nerileri sunulmaktad\u0131r.
