Bu ger\u00e7ekten hareketle, T\u00fcrkiye\u2019nin en \u00f6ncelikli hedefi insan sermayesine yat\u0131r\u0131m yapmak, T\u00fcrk insan\u0131n\u0131 d\u00fc\u015f\u00fck \u00fccretli hizmet sekt\u00f6r\u00fc \u00e7al\u0131\u015fanlar\u0131 konumundan \u00e7\u0131kar\u0131p k\u00fcresel d\u00fcnyada y\u00fcksek rekabet g\u00fcc\u00fc sa\u011flayacak becerilerle donat\u0131p bilgi i\u015f\u00e7isi konumuna ta\u015f\u0131mak olmal\u0131d\u0131r. Oysa T\u00fcrkiye\u2019de e\u011fitim ne yaz\u0131k ki, s\u00fcrekli rejim ve ekonomiyle ilgili sorunlar\u0131n g\u00f6lgesinde kalmakta, ideolojik kazan\u0131mlar i\u00e7in bir ara\u00e7 olarak kullan\u0131lmaktad\u0131r. Bunun son \u00f6rne\u011fi, ge\u00e7ti\u011fimiz aylarda ya\u015fanm\u0131\u015ft\u0131r. K\u00fcresel mali kriz ve se\u00e7im yegane odak noktas\u0131 olmu\u015f, e\u011fitimle ilgili pek \u00e7ok sorun ve 21. y\u00fczy\u0131lda sava\u015flar\u0131n art\u0131k silahlarla de\u011fil, iyi e\u011fitilmi\u015f beyinlerle yap\u0131lmakta oldu\u011fu ger\u00e7e\u011fi bir kez daha g\u00f6z ard\u0131 edilmi\u015ftir.<\/p>\n<p>Baz\u0131 istatistiki veriler durumun vahametini \u00e7ok net bir \u015fekilde ortaya koymaktad\u0131r. OECD \u00fclkelerinde y\u00fczde 42 orta\u00f6\u011fretim mezunu bulunurken, T\u00fcrkiye\u2019de oran y\u00fczde16!d\u0131r. OECD \u00fclkelerinde y\u00fcksek \u00f6\u011fretim mezunu i\u015fg\u00fcc\u00fc y\u00fczde 24 iken, T\u00fcrkiye\u2019de y\u00fczde11\u2019dir. Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n merkezi b\u00fct\u00e7edeki yeri y\u00fczde 10,5 dolay\u0131ndad\u0131r. D\u00fcnya Bankas\u0131 ve T\u00dc\u0130K taraf\u0131ndan yap\u0131lan \u00e7al\u0131\u015fmalarda, \u00f6zel harcamalar da dikkate al\u0131nd\u0131\u011f\u0131nda, T\u00fcrkiye\u2019de GSY\u0130H\u2019dan e\u011fitime ayr\u0131lan pay y\u00fczde 7,2 olarak hesaplanmaktad\u0131r. E\u011fitemeyen bir e\u011fitim sistemini e\u011fitebilir k\u0131lmak i\u00e7in yap\u0131lacaklar \u00e7ok a\u00e7\u0131k ve nettir. Ulusal bir program\u0131n olu\u015fturulmas\u0131 i\u00e7in hedefi iyi belirlenmi\u015f stratejilere ve siyasi ranttan, pop\u00fclist yakla\u015f\u0131mlardan ar\u0131nm\u0131\u015f ortak bir iradeye ihtiya\u00e7 vard\u0131r.
